Voya Financial, formerly ING U.S., was previously a wholly-owned subsidiary of ING Group. In April 2014, ING U.S. changed its name to Voya Financial.

In 2013, ING started the divestment of Voya with an Initial Public Offering on the New York Stock Exchange. In March 2015, ING completed the divestment by selling the last of its shares in Voya.

The IPO of ING U.S. was in line with a Restructuring Plan, that was agreed with the European Commission (EC) and the Dutch State in 2009.
